Steps to ensure that Azure Account added in HCP has necessary permission in Azure portal to run IAM discovery for Azure

Validate that the registered App corresponds to Azure subscription used in HCP Azure Account has permission in API Registration as per screenshot below
a- Permission provided under Microsoft graph is required to create New User
b - Permission provided under Azure Active Directory graph is required to create Group

If the permission set is as follows, it requires a user with admin privileges to approve the permission added to App for Azure Active Directory Graph
