To create a new tenant:
Login to HCP as a Cloud Administrator (CA).
Navigate to tenant page from Administration > Tenant Management.
Click on Add New Tenant to go to tenant set up wizard.

[1] By selecting partner company from the drop-down, all the customers under the partner account will get populated in the customer combo-box.

[2] The newly created tenant will be a part of the tenant listing with customer information to which the tenant is linked.

To link an existing tenant to a CSP customer:
Login to your HCP account.
Go to tenant page from Administration > Tenant

Management > Click on a tenant from the list which is not linked to any customer.
Edit tenant details as required.
Select the customer to be linked and click on Save.

To unlink an existing CSP-Tenant:
Login to HCP as the CA.
Go to Administration > IAM > Local Users.
From users list select the tenant user and click Delete from context menu.

Tenant deletion is set of multiple steps so as to remove all the dependencies on the tenant which tenant would have created like provisioning , user creation and other tasks..
So before deleting a tenant user all these criteria are checked.

Once a tenant user is deleted go back to the tenant page from

Administration > Tenant Management > Click on the tenant to be deleted and this will open up the deletion window.

Delete the tenant if all the tenant deletion criteria are green (Ready to Delete Tenant).

Click on the Delete button. The previously linked customer will be available again while creating a new Tenant from the tenant creation wizard.

Note:
