1. In GCP Console, under IAM & admin, create a service account with the roles BigQuery Data Viewer and jobUser. Create a Key and select Type = JSON. Save the JSON file for later.

2. In GCP Console, under Billing > Billing export > Enable billing export to BigQuery and provide a name for billing dataset.

3. In GCP Console, obtain the Table ID of the billing dataset and

   1. Replace the ":" with " and .”

   2. Obtain the data location.
